Proposal to provide Rs.750 millions to expand facilities at the Kidney Hospital at Maligawatta to be able to cater to an increased number of patients

Implement a loan scheme for indigenous medical practitioners be able to draw upto Rs.500,000 at 6 percent interest, to improve their dispensaries and to process required medicinal treatment.
2016
Kidney disease management
Proposed to immediately establish 1,000 kidney dialysis centres in CKDU prevalent areas at a cost of Rs.6,500 million
Also proposed the construction of a hospital specializing in kidney disease management in Minneriya for which proposed to allocate a sum of Rs.2,000 million.
Enhancing healthcare facilities
Propose to allocate Rs.3,000 million to be utilised for the construction of 3 cancer hospitals in Nallur, Kandy and Matara.
Proposed to upgrade the Anuradhapura, Kurunegala and Jaffna Hospitals with the state of the art buildings, equipment and other facilities. To allocate Rs. 3,000 million for this purpose.
Proposed to allocate a sum of Rs.200 million for the concept of mobile hospitals.
Proposed to allocate a sum of Rs.5,000 million propose to build and equip 10 district-based stroke centres attached to tertiary care hospitals within the next 2 years and also it is proposed to strengthen the accident and emergency care services in the hospitals
Proposed to allocate Rs.250 million to the National Science Foundation (NSF) to support and assist research in Diabetes, Dengue, CKDU and Cancer
Proposed to allocate Rs. 1,500 million for refurbishing and expanding Sri Jayawardenapura hospital

Proposed to allocate Rs. 200 million for upgrading of the Nurses Training Schools
Allocate Rs. 1,000 million to establish Specialized Pediatric Care Complexes in Karapitiya, Ampara and Jaffna hospitals
Establish a Base Hospital at Nintavur for which propose to allocate Rs. 200 million
Establish an Oral Health Complex at the Teaching Hospital in Karapitiya, for which propose to allocate Rs. 50 million.
Proposed to upgrade the Castle Street Maternity Hospital with state of the art facilities in 2017, on a PPP model at a cost of Rs. 3,000 million
Encourage at least 5 selected base hospitals to collaborate with the IT industry to develop a tele-medicine programme
2018

Proposed to allocate Rs. 300 million to strengthen the Karapitiya Cancer Unit and establish Cancer Units at both Batticaloa and Ratnapura Hospitals.

2019
Allocations
Allocated Rs.24,750 Mn in improving the quality of infrastructure, with allocations being provided for the investments in new equipment, rehabilitation of buildings and other infrastructure at hospitals and other such facilities
Allocated Rs.1,625 Mn. to strengthen the Primary Health-care Units, especially in the Uva, Sabaragamuwa Central and the North Central Provinces, with the introduction of systems to coordinate patient-care over time and through the referral networks, facilitating the ability to follow up on patients at risk, which will also support to avoid duplication between providers.
Rs. 200 million for “Suwasariya” Ambulance Service

Management of the Corona Pandemic
Spent around Rs. 70,000 million for the identification of 4 patients, quarantining activities, random testing and related welfare activities
Hospital capacity for disease prevention, which was limited to Colombo, increased to 17 hospitals in less than a year covering almost all parts of the country
Number of special care beds for Covid patients have been increased to around 600

Propose to create a new insurance scheme to support those who temporarily lose livelihoods due to the quarantine process related to epidemics including COVID.
Manufacturing of Medicines
propose to provide bank and financial facilities on Treasury guarantees to increase the production capacity of the State Pharmaceutical Manufacturing Corporation to expand the production of essential pharmaceuticals

Upgrading Hospitals
Proposed to upgrade Badulla Kurunegala and Polormaruwa hospital as teaching hospitals

2024
Medical and Health Research
Rs. 75 million allocated for the first phase of the strengthening of the infrastructure and laboratory facilities of the Medical Research Institute.
Proposed to allocate Rs. 25 million for the next year (2024) under a three-year plan to upgrade the facilities of the National Drugs Quality Assurance Laboratory.
A cardiopulmonary resuscitation unit for Badulla
Allocated Rs. 300 million for the establishment of a resuscitation unit at the Badulla Teaching Hospital and for the purchase of necessary equipment.
Indigenous medicine
Proposed to provide necessary facilities for such investments under the supervision of the Indigenous Medicine Section of the Ministry of Health and the Ayurvedic Drug Corporation.
